Zero By Design Program
On behalf of the Los Angeles Department of Water and Power (LADWP), Okapi provides outreach, technical review support and design assistance for commercial and high-rise multi-family new construction projects which exceed the Title 24 or industry standards.
LADWP’s Zero By Design Program encourages developers to build more sustainably by providing financial incentives for commercial and high-rise multifamily new construction projects which exceed Title 24 or industry standards. On behalf of the Los Angeles Department Water and Power (LADWP), Okapi provides outreach, technical review support and design assistance for commercial and high-rise multifamily new construction projects which exceed the Title 24 or industry standards.
By viewing building performance as a whole, developers explore building systems integration and connectivity to develop innovative and effective efficiency solutions which help reduce operating costs and increase occupant comfort. In order to participate, Design Teams must submit an energy model. Projects must also exceed Title 24 requirements by more than 10% to qualify.
- Must be a commercial or multi-family high rise new construction or renovation/remodel project located within LADWP’s service territory.
- Must exceed Title 24 Standards (10% or greater) or generally accepted industry standards for energy efficiency
- Receive Owner incentives to help offset the added costs of building more efficiently.
- Design Teams may also be eligible for incentives by attaining aggressive energy savings goals.
- In addition, applicants receive complimentary design assistance and review to aid them in realizing their projects’ maximum efficiency potential.

- Architectural and MEP Project Plans, CD Drawings, and Schedules.
- Refer to project drawing set and materials information checklist.
