Southern California Gas Company | Program: Savings by Design
This is a Statewide Energy Efficiency Incentive Program for California’s commercial and mixed-use residential new construction.
- In the Los Angeles area, the program is sponsored by Southern California Gas Company (SoCalGas) and LA Department of Water and Power (LADWP) through funding that the gas and electric utility companies collect the Public Purpose Programs surcharge from the rate payers.
- Projects participating in the program receive technical assistance, energy design assistance, and significant incentives to offset the initial cost of the construction.

Responsibility
- Administration: Okapi Architecture, Inc. manages and provides full program services to projects in the Los Angeles LADWP and SoCalGas territory.
- Marketing, Outreach, Enrollment: Many of the projects enrolled in this program were initially obtained through Okapi’s “Lunch and Learn” seminars. Participates not only learned about the benefit of the program, but in addition also gained an understanding of the importance of exceeding the energy code and the benefits of facilities design by being energy efficient.
- Technical Analysis and Review: We provide technical review for every single project.
- Site Visits and Verification Reports of energy efficiency enhancement.
- Calculate the incentives and distribute to Owners and Design Team Leads.

Los Angeles Department of Water and Power | Program: Zero by Design
On behalf of the Los Angeles Department of Water and Power (LADWP), Okapi is the sole third-party for this program and provides outreach technical review support and design assistance for commercial and high-rise multifamily new construction projects which exceed the Title 24 Energy Code 10% or better. Zero by Design, launched by LADWP, is a continuation of the Savings by Design Program that has been extremely successful for the past thirty years and will be ramping down in June 2025. LADWP launched this new program to continue the services and offerings to the new construction design community. The energy savings data is limited, but we do expect energy savings to outpace the previous Savings by Design program.

Southern California Gas Company | Program: K-12 Public Schools Program
Summary
- This is a no-cost high efficiency natural gas storage water heater tank like-for-like upgrade program strategy.
- Schools eligible for this program are in Disadvantaged Communities (DAC) in San Bernardino County, San Gabriel, and South Los Angeles territory.
- In addition to the water heaters, the program offering includes a choice of (1) self-installed, low flow, pre-rinse spray valve, or (2) up to five water heating-aerator faucets.
- School assessments for water heaters will be performed.
- The Program will target 131 water heater installations by the end of 2025.

Responsibility

San Diego Gas and Electric Company | Program: CAP4ZNE
This program provides a concierge approach tailored to the unique needs of each Local Government Partner for energy efficiency and greenhouse reductions. With a one-stop-shop approach, this program provides a comprehensive look at the customer’s facilities and may provide assessments or detailed analysis to identify energy efficiency opportunities or greenhouse reductions. Potential benefits of participating in CAP4ZNE are improving facilities energy efficiency performance, assessing current facility conditions for future actions, advancing knowledge of facility operation practice as well as implementing measures to align with Local Jurisdiction Climate Action Plans. This program contract period is from 2023-2025. The program measure delivery types include Direct Install, Deemed, Custom, RCx, and NMEC.
